My local graphics lab (Severn Graphics in Glen Burnie, Maryland) offers two
medium-format slide/negative scanning services:
1) "Utility" scanning at about 2000 ppi for $6 per original
2) "High Quality" scanning at least double the resolution of the utility
category -- for $45/original
I've had them do one slide at utility resolution and it's certainly
sufficient for any web presentation and even prints up to at least 11"
square but I'm not sure how much larger I'd be willing to go with that kind
of "original". The price of the high quality scan is outrageous and the
cost of the utility resolution would very seriously restrict how many
originals I can afford to have scanned.
SO ... I'm looking for labs that will do a "utility" quality scan for
significantly less than the $6 per. I'd be willing to go as high as ~$1 per
original for a few dozen originals of stuff I've taken in the last 30 years
and I'm also looking for someone to do high quality scans -- perhaps as high
as 4000 ppi -- for considerably less, maybe a few dollars per.

#1 is probably set as the most cost-effective consumer compromise: too big
for the web and adequate for 11" prints at a nominal 360ppi or so (as you
wrote.) Perhaps they will consider cutting web-only, lower rez scans (say,
848 x 848 pixels) at a lower price, although it seems unlikely they will
unless the scanning goes considerably faster.

Maybe someone with a good MF scanner - who is also hungry enough will do

No offense, but IMHO your desires are not realistic. Perhaps what would
help is some idea of what is involved in the process? If you can observe
the scan being made at your lab, you may come away with an appreciation
for what you're getting for what you're paying.
Another option would be to get one of the popular flatbed+film scanners
and do the "utility" quality images yourself. If by "...a few dozen
originals..." you mean 5 dozen or more, the cost would be about the same,
and though the quality might not be as good as you could get from a
commercial operation, it is possible to be sufficient for web sites.

I'm with Neil. You're asking too much,
offering too little.
The prices you quoted are reasonable
and standard, though if you look around
(or contact me off list) you might find
"high quality" scans, at somewhwhat less
than $45.
I recently inquired about drum scans of
4x5" and was told that $50 was too low.

I hit exactly the same problem. Bought my RB67 for a song, shot some
provia and looked at scanning costs, £40 - £50. I'm a student trying
on run a car, no way can I afford that, 7 frames scanned and that comes
to the price of my RB! No wonder people are switching to digital.
Thought about selling the RB since I could scan 35mm at uni.
I kept looking around and found r&k photographic (I'm in the UK). They
use a coolscan 9000 and charge £4.50 a scan (4000dpi 16bit). No idea
why more labs/businesses don't offer this since it's 1/10 of the cost
so more people will use the service, I can't see many people dropping
£40 - £50 on a scan.
b&w costs are killing me too. I rent a house with other students and
more every year; I can't have a darkroom and no public ones exist
anymore. A decent print done on fibre costs me £22 (with student
discount!), I guess if you want quality you've got to be pay the price
in photography, which sucks for us amateurs.

If you want quality MF scanning, get a used
Coolscan 8000 for under $1K. Plan on spending
10-15 minutes per frame, rough guess.
If you don't need prints larger than 11x14" or
so, get an Epson 4870 for $350.

Go to a place with a Fuji Frontier or other minilab. Cost is about
$1.00 for 3000 x 3000 scans ( a little under 1500 dpi).
Labs here charge CAD$25.00 for a drum scan, so the $45 you're being
quoted sounds ludicrous.
Find somebody with a Nikon 8000/9000. He can prob'y do it for you for a
more competitive price.

In a way my heart goes out to yah, but its just a fact of life in
photo,.....sometimes you have to bite the bullet and pay the $$$
I've been doing that for almost 24 years.

This works both ways. A good lab will give good quality scans for the same
reason; they know what they're doing.
