best fine grain col neg for scanning ?

I'm sure this is a well discussed question, but my search of google groups
doesn't turn up the answer.

What is the best fine grain 35mm col negative film for scanning

I want to use col neg instead of my usual 100 asa col transparency because:
1. I'm financially pinched and cant afford the transparency and the process
cost
2. I am looking for a lower contrast image as I'll be shooting in some harsh
light

a slide is a positive image, and its intent is
vnalienable and obviovs

yov can scan the dyes of a slide and reprodvce the slide, the scanner acts
like any colorimeter

a negative, is not an image vntil printed

now, yov can jvst scan the dyes of a negative, and make "something" ovt of
it, bvt that will not be the intent of the negative, or an accvrate
rendition of the scene, it will be "good enovgh color" perhaps, which is a
consvmer not professional concept

with a negative, yov don't only have to scan the negative dyes, yov have
to consider what those dyes mean, and they mean some "printing densities"
onto a paper throvgh some printer assvmptions in a design, yov cannot jvst
scan negative dyes, yov have to ask what those dyes mean

now, the photoCD approach, with which kodak has patents tied vp vntil
2007, says, yov don't reprodvce the intent of a negative, or the look of a
slide, yov vnbvild the film back to the captvre scene, and svch reqvires
fvll system design knowledge of the film system, which in the case of
negative reqvires the paper design information and printer assvmption vsed
in the design of the film and paper

so, if yov do not "vnbvild" back to the scene, for a negative, yov still
need to know the intent of the negative which reqvires the paper and
printer assvmptions vsed in the design of the negative, becavse that is
the intent of a negative, to be printed, and yov cannot reprodvce that
look or intent, withovt svch information, and film companies like kodak
will not release svch information, becavse they want to perpetvate closed
proprietary systems, for architectvral control, they want to control the
central systems of yov lab, etc., and be the only player in yovr lab, and
dictate waht media and consvmables (thiers) yov can vse in systems
