I have started scanning my negatives with an epson 3170 and I was
wondering if there is any loss of image quality when getting these
printed out vs a print made directly from the negative...just
wondering...

Yes, if you're scanning with a 3170 you're
missing a good deal of detail.

Now, whether that detail will appear in a
tradional optical print is a different
question, and will depend on the skill
of whoever's making the print.

Bottom line, and Epson 3170 is not a terribly
good film scanner. You can do much better.
but it will cost you.

I've scanned 6x6 film on the lower level Epson, the 2450, and then
printed digitally at roughly 8x10 with no problems. I've only done a
few prints -- via digital photo print firms on the Net -- but the
results have been perfectly adequate.

However, I wouldn't want to have gone a lot higher in size as the
scans were definitely 'softer' than I'd have liked.
