And, of course, they naively assume that it's never relevant what

That would be the difference between stereotyping and generalizing. By
using qualifiers you stay away from the absolutes which is always wrong.

It often isn't relevant, in part because the great majority are using
2000/XP/Vista in any event.

Often isn't the same as never. And in more computer-technical-oriented
groups I see people using Win98SE pretty much every day. And plenty of
issues specific to versions. Granted, not in this group.

Bzzzzzzzzt. Sloppy thinking here.
The real reason is that non-Windows users have had to deal all their
(computer) lives with the fact that they are in a very small minority.
Windows users probably understand that their system is the same one
that most people use.
At this time, given the poor market acceptance of Vista and the fact
that Windows XP has been around since about 2002, you can safely
assume that the OP is probably running Windows XP.
