I bought a cable release for my Contax G2, but it won't trigger the
shutter with the on switch on. What's the secret? Is there supposed
to be a battery in the cable release? Also on the cable release is the
active mode with the red line showing above the button or with the red
line NOT showing above the button.

Let me know if the following film switching assumptions are wrong. I
rewound a 200 ISO film after 8 exposures and would like to put it back
in and finish it. Can I reload, keep the lense cap on and use the
highest shutter speed and and click through 9 or 10 frames to get to
the unexposed part of the film?

You should be OK, but if you are shooting slide film, I'd advise requesting
that the film is returned to you, uncut*, and you then mount the slides
yourself. If you have a date-back make sure it's turned off when you do
your shots of the lens cap.
*Depends whether the slide mounting process is properly monitored after
they're done the first slide.
